It appears to be operational when turning by hand. The plastic housing that attaches the actuator to the valve is broken on one side. Doesn't seem to affect the operation when turning manually. The wires on the electronic side will need to be rejoined. The valve is in great shape. No cracks or damage. A simple fix will save thousands.
