These are DOT approved.
The pictures kinda show how they work, you mount the tire with the pins out, then put the pins in, and it captures the bead. Icon has a video on their website that shows how they work, as well as installation instructions and other info.
The pins have an O-ring to seal the holes, the O-rings are all there and might still hold air, but may need to be replaced. They were all holding air just fine when I took the tires off.
