it is the 14,000 lbs version, 2 7000lbs axles. I also got it with the spare. It has brakes. It's been sitting since 2018 though.

i tried fitting a lid distributing hitch. I thought this would work, but the geometry is wrong. You can weld the segments back in, bolt a thicker section of plate to the area, or get some steel to make th hitch work. Including the hitch in the price. You can probably sell it for the cost of welding the fix!
