I bought this high chair tutu on Etsy and used this for my girls for their 1st and 2nd birthdays. It can tied onto a high chair, or I used double sided command tape strips.

It just needs to be fluffed. It doesn't include the "one" banner in the first photo, but I have another gold one banner that I will include. See additional photos.
