I've had this rack for a couple of years, but I recently bought a different one. Everything functions like it should. It has the cable locks and locking hitch pin. I have two pivot pieces, 1.25" and a 2" hitch sizes. The 2" pivot I picked up to swap out the 1.25", but it must've been backed into because it's slightly bent. It could be used as is or straightened. I've just been using the 1.25" with a sleeve for a 2" hitch. Both pivots are included.
