I don't know a lot about this stuff but it does appear to be a collection of parts and pieces. It may be a Kit but I'm not in the know here so much. I got this kit with some other toys I picked up and it's not really my thing, so looking to sell it. Hopefully pics tell the story. Otherwise, an in-person look is probably your best bet.
