This is one of Monster's substantial rack-style power conditioners from when they were building serious power-management products for higher-end home theater and audio systems. It's much more than a basic power strip, combining surge protection, AC line filtering, isolated outlet banks and sequenced power control in a heavy-duty component designed to sit alongside your other AV equipment.
Monster's Clean Power Stage 2 design uses three separate filtered sections for high-current audio, analog audio, and video/digital equipment. The idea is not only to filter incoming AC-line noise, but also to help isolate noise generated by the components themselves.

The timed high-current outlets are particularly useful in a larger audio system. They're designed so power amplifiers can turn on last and shut down first, helping prevent the turn-on/turn-off thumps that can otherwise reach your speakers.
